Regular Meeting


The Board of Selectmen held a Regular Meeting at 7:30 PM on 4 August 2014 in the Meeting Hall of the Old Lyme Memorial Town Hall. First Selectwoman Bonnie Reemsnyder, Selectwoman Mary Jo Nosal and Selectman Skip Sibley were present.


1. Approval of Minutes – Regular Meeting 7 July 2014
Selectman Sibley moved to approve the minutes of Regular Meeting 7 July 2014. Selectwoman Nosal seconded the motion. SO VOTED.

4.  Old Business
a. Special Town Meeting of July 29, 2014 – Update

1. Acceptance of DEEP Parcel
This was unanimously approved.  

2. Approve Allocation for Rogers Lake Weeds Study
An amount not to exceed $30,000 in order to do the Weeds Study was approved unanimously with a total cost of $88,330 split between Lyme and Old Lyme costing each town $44,165.  The Town has about $15,000 in the budget already.

b. Beach Stipend Committee Meeting – Update
First Selectwoman Reemsnyder reported that the Beach Stipend Committee held its first meeting on 16 July.  Most members were present.  The process was discussed and the Committee will be looking into what other communities are doing.  Past documentation from the Boards of Finance and Selectmen will be researched.  Various emails from concerned citizens were presented at the meeting.  The next meeting will be on 6 August at 7:30 PM.  

c. Route 156 Bikeway / Sound View Improvements Committee
First Selectwoman Reemsnyder reported that the Committee has not met since the beginning of July as the Engineering Firm is still working on the survey and the reports.  The next meeting of the Committee will be on 22 August at 9:00 AM at Shoreline Community Center in Sound View, followed by a walk through.  The public is encouraged to attend.  

d. Boathouse Hains Park Improvements – Update
Selectman Sibley gave an update. ZBA approved the height variance for the building with a second application to ZBA because in the back of the building which faces Town Woods Road there will be an area of the building that juts out to accommodate a stairway.  This was not included in the original application.  An application is in review with Inland Wetlands at this time. There will be a meeting of the Boathouse Committee on Thursday, 7 August.  It is hoped that a start date will be in November 2014.  Cost was reviewed, along with future plans for reaching out to the Community to look for donations for the project.  A Fundraising meeting will be held on 6 August.


5. New Business
a. Millstone Drills
First Selectwoman Reemsnyder reported that there are some upcoming Millstone Drills.  Old Lyme is located within the 10-mile zone of Millstone and if there was ever to be a nuclear accident or the threat of a radiation release, the Town would need to be prepared.  These are done every two years.  There will be a practice drill tomorrow (Tuesday) at the Boughton Road Fire Station with our emergency first responders.  On 9 September there will be a drill where the Town will be observed by FEMA.  The Town will be graded at this drill.  

b. Natural Hazards Mitigation Plan – FEMA APA
First Selectwoman Reemsnyder reported that FEMA has approved the Town’s Natural Hazards Mitigation Plan.  This plan is important for the Community to have because; 1. The Town wants to identify the natural hazards that are within the Community and 2. To identify the physical areas that are most at risk and including plans for mitigation within those areas.

In order to quality for funds or grants from the government that would help with the mitigation plan, the Town has to have a plan, and those items need to be within the plan.  The Selectmen will review the areas within the document that are highlighted.   The highlighted areas are the suggestions for changes that were made by FEMA before the draft was submitted for final approval.  On 31 July a letter was received from FEMA stating that the Plan is approved pending adoption.  According to the Town Attorney, the Board of Selectmen can approve the resolution to adopt the Town of Old Lyme Natural Hazards Mitigation Plan Update.  This will be done at a future BOS meeting after the Selectmen have time to review the changes that were made.  

First Selectwoman Reemsnyder noted that in regards to the list of Comprehensive Mitigation Action Items in the Plan, these action items are not things that the Town must do before the next update.  These are items that are on-going and some are new items.  The Town can prioritize any of these items for the future, and apply for grants to fund these items.  

She thanked the Committee for their work on the plan.  The Plan will be published and on file in the Selectmen’s Office.

c. KI Pills Available in Town Hall
First Selectwoman Reemsnyder stated that the KI Pills are available in Town Hall.  Each family can come in and get a packet which includes about 20 pills.  These tablets are used in the case of released radiation.  There are instructions included.

7. Other Business
Selectman Sibley stated that he has been working with Fire and Ambulance people on their benefits regarding upgrades on the current insurances that the Town carries for them.  This will be an agenda item on the Board of Finance Meeting scheduled in August.  First Selectwoman Reemsnyder reported that she has been working on the presentation that will be given on the 19 August meeting of the Board of Finance.  

Selectwoman Nosal reported that the Recycling Committee continues to meet.  This Committee is looking into the possibility for a grant from the DEEP.  They are looking at how the Town manages their waste.  The survey that was posted at the beginning of July has received over 250 respondents.  This survey will remain live through August.  A sub-committee will use the data to evaluate the next steps.  Recycling is required and it is not a choice you can make.  The State is asking us to increase our recycling up to 60% thereby reducing the solid waste that we create.  First Selectwoman Reemsnyder encouraged people to go on the Town Website and fill out the survey.

The next Board of Selectmen's Meeting is scheduled for Monday, 18 August 2014 at 7:30 PM.

Selectman Sibley moved to adjourn the meeting at 8:17 PM.  Selectwoman Nosal seconded the motion.  SO VOTED.
